So this isn't a very creative tutorial...but whatever. I'll be using this image:

First duplicate your base layer by right clicking on your layer in the layer palette and selecting duplicate. Go Effects >> texture effects >> blinds.
width: 1; opacity: 28; color: white; horizontal: ticked; light from left/top: ticked;
Eh voila. now you can either leave it like that or change your layer properties to whatever you like xD
